Some of these companies sell what they call "Burstable T1", which is closer to a business level dsl service than a full T1 Service. This is how they can sell it for 30-50% less than a full T1 line. These companies do not generally use top tier providers. They are usually small companies who try to offer a specialized service to businesses in a small area. The services you want to look out for are the ones that do not offer a Service Level Agreement(SLA). An SLA is an agreement that plainly states the level of service you can expect to receive. If that level of service is not met there is a penalty, usually in the form of a discount on your bill.
